Academic interests

His main research interests are in innovation processes and in the analysis of long term industrial development; primarily focusing on firms as well as industrial, regional and national development. He has also published widely on the role of defence in industrial and technological development. A main aspect of the research analyses diversity and difference in industrial development between industries and geographical areas.

Olav Wicken has a M Phil degree from the History Department at the University of Oslo. He has been a senior researcher at the Institute of Defence Studies in Oslo, director of the ESST unit at the University of Oslo, and is today a professor at the TIK centre.

This article explores whether and how innovation policies promote transitions to more sustainable configurations in socio-technical systems. Empirically it departs from an analysis of the bioeconomy policy strategies and instruments in four Nordic countries. The analysis highlights that while a transformative approach is present at the policy strategy level in the Nordic countries, the bioeconomy policy instruments implemented are significantly less transformative. The article argues that a bioeconomy transition that contributes to sustainable development will require a redirection of policies towards transformative failures (directionality, policy coordination, demand articulation, and reflexivity). In this regard, it is important that policymakers experiment with and explore ways of balancing between traditional market and innovation system approaches and new policy approaches for transformative change.

This paper challenges Ed Barbier’s influential contribution to the resources and economic development debate and extends our understanding of the process of resource-based development in two relevant economies since World War Two. We argue that: the expansion of resource-based industries remained a viable path of economic development in the ‘contemporary era’ since the 1950s; nations have modernised their economies while continuing to invest in resource industries; and innovation frontiers more than physical frontiers shaped the development of natural resource industries. We build our argument by providing a comparative study of two successful resource-based economies, Australia and Norway. Our focus is on aquaculture and offshore oil and gas, growth industries in both countries. Aquaculture is renewable and of recent origin, offshore oil and gas is non-renewable but with a longer history in other nations. Differences between the two nations are also discussed, particularly the narrower product specialisations of Norway. In both nations and both industries, though, there are common patterns of knowledge-intensive development through three stages – learning from older and imported technologies, the development of national capabilities, and their exploitation overseas through internationalisation – that draw upon the relationship between the resource sector and its supporting enabling sector.

It has long been held that natural resource abundance retards economic growth. Studies using innovation system perspectives, however, suggest that natural resource abundance per se need not stand in the way of evolving a growing and diversified economy while the absence of learning and innovation could. In this context, the present study explores why Kerala has not been successful in evolving new production and industries linked to established natural resource industries. This issue has been addressed by taking the case of natural rubber known for its R&D-led output growth and productivity enhancement. Analytically, it draws insights from the ongoing discourse in the innovation system literature that distinguishes between narrow and broad approaches to innovation processes. It is argued that while the narrow approach to innovation could lead to increased productivity and growth of natural rubber under tariff protection, it could not help in evolving a vibrant rubber-based industrial sector by harnessing backward and forward linkages. In sync with the studies that underline the complementary role of science-based learning and experience-based learning in accomplishing innovation-led long-term development, the paper makes the case for evolving broad innovation strategy in natural rubber to build linkages among various actors and heterogeneous knowledge bases.

This paper examines the relationship between industrialization and political mobilization by comparing the development of two Norwegian regions, namely the Oslo Fjord region and Vestlandet. Particular emphasis is put on the differences found between levels of support for the socialist parties by industrial workers in these two regions, which were the most industrialized regions of Norway in the period considered (1900-1960). In the Oslo Fjord region the Labour movement and "Høyre" (the right-wing party) emerged as the dominant players, while the remaining parties (the successors to "Venstre" (the left-wing))acheived a far stronger position in Vestlandet. In general, explanations of this difference are grounded in the idea of the existence of a "counterculture" in Vestlandet, which proved strong enough to resist the pressures of industrialization toward increased support for socialist parties (and "Høyre"). This paper argues instead that these differences must be understood in relation to the fundamentally different types of industrialization that took place in the two regions. It is argued that the organized socialist trade union movements and their parties represented the interests of workers who found themselves within the type of industrialization specific to the Oslo Fjord region, and that these interests were diametrically opposed to those of industrial workers in rural, "proto-industrialization" areas which characterized so much of Vestlandet. The latter group of workers would have found that it was in ther best interests to vote for other non-socialist parties.

The fascination of auroral phenomena in the polar region has stimulated scientific research in Norway throughout this century. This was extended to a study of the effect of the ionoshere on radiocommunications before World War II. After WWII the ionspheric research community increasingly oriented its work to defece-related topics. Norway's strategicaly crucial position close to Soviet ICBM launch sites and Soviet submarine sea passages ensured US defence agency funding for studies on the pertubing effects of the ionosphere on communications systems during the hottest period of the Cold War. New requirements (a launching base, a telemetry station) imposed the advent of space technologies (sounding rocets, satellites) moved the field to the core of the political process and raised a number of complex security and foreign policy issues in the high north for the Norwegian Government, as well as transforming the character and the institutional base of the research itself.

Utviklingen av Kongsberg fra tradisjonell industriby til høyteknologisk ingeniørby med vekt på transformasjonen av Kongsberg Våpenfabrikk fra 1950-årene. Vurderer dels intern reorganisering og omstilling av KV som en del av statlig industripolitikk, og dels analyserer sosiale og kulturelle forhold ved byen som grunnlag for å forstå handlingsrom for lokal industrialisering. Studien legger særlig vekt på ingeniørprofesjonenes sterke posisjon i næringslivet i byen.

Prosjektet undersøker sammenhenger mellom kulturelle og historiske forhold og lokal og regional læring i noen utvalgte norske industriregioner. Bygd på en komparativ analyse av regionale case, drøftes noen implikasjoner for innovasjonspolitikken.

Ved utgangen av det 20. århundre var forskning og utvikling (FoU) blitt en stor økonomisk aktivitet i samfunnet og omfattet mellom 1.5 og 2 prosent av bruttonasjonalbudsjett. Det ble utført omtrent 25 000 årsverk av mer enn 35 000 personer. Av disse ble mer enn 10 000 årsverk utført i næringslivet. FoU sektoren har gjennomgått en omfattende vekst i siste del av 1900 tallet. Bare siden toppen av industrialiseringen ble nådd på midten av 1970 tallet er omfanget av FoU sektoren fordoblet.

Den aller første utgaven av IFS Info er en samling av tekster der åtte IFS-forskere presenterer sentrale perspektiver ved sin forskning, basert på mini-foredrag holdt i anledning IFS sitt tiårsjubileum, i november 1990. Hvert innlegg er en smakebit av IFS sine viktigste interesseområder, og belyser bakgrunn, utviklingslinjer og fremtidsperspektiver på norsk sikkerhets- og forsvarspolitikk.
