The Tax Commission was appointed by the Government on December 19, 2025, with the aim of supporting the development of a broad political consensus on key elements of the tax system. Its work will involve assessing the balance between different taxes and duties, reviewing options for reform that support competitiveness in the Norwegian economy, and considering impacts on households, distributional outcomes, and administrative efficiency.
The commission is chaired by Eigil Knutsen and includes twelve members from various professional backgrounds. Schreiner and Elvik Næss are the two economics researchers appointed to the commission, reflecting their expertise in public economics and tax policy.
According to its mandate, the commission shall recommend a comprehensive tax reform that contributes to competitive tax levels for Norwegian businesses. The recommendations should represent policy that a broad majority in Stortinget can support over time. The commission will consider factors including household living costs, redistribution, resource efficiency, and administrative costs.
The Tax Commission is expected to complete its work and deliver its report by July 1, 2026. Read more about it here.
