Distance-based road pricing can internalize driving externalities and provide fiscally sustainable infrastructure financing as vehicle electrification erodes fuel tax revenues. Yet, political resistance may pose a barrier to implementation. We provide the first comprehensive analysis of preferences for universal road pricing using a stated choice experiment with nearly 4000 Norwegian respondents. Policy alternatives vary systematically across urban peak prices, off-peak prices, non-urban prices, electric vehicle prices, and revenue allocation. We document robust majority support (70% to 80%) for most universal road pricing schemes, substantially exceeding typical support for local congestion charges. Support varies by design: public transport earmarking outperforms general budget allocation by eight percentage points, while moderate pricing dominates high pricing by six points. Support varies substantially with car use, urban versus rural residence, availability of transport alternatives, and institutional trust, but shows little sensitivity to income, toll exposure, or the likelihood of benefiting financially from road pricing. Latent class analysis identifies unconditional supporters (57%), systematic opponents (22%), and a persuadable middle (21%). Randomized information treatments generate modest effects, with factual information increasing support by 6 percentage points. Political barriers to road pricing may be lower than assumed with low to moderate pricing and credible infrastructure earmarking.

Science aspires to be cumulative. Reproducibility efforts strengthen science by testing the reliability of published findings, promoting self-correction, and informing policy-making1. Computational reproductions, whereby independent researchers reproduce the results of published studies, are an essential diagnostic tool2–10. Such efforts should have greater visibility11–16. However, little social science reproduction and robustness has been conducted at scale10,13,17–23. Here we reproduced original analyses and conducted robustness checks of 110 articles that were published in leading economics and political science journals with mandatory data and code sharing policies17,18. We found that more than 85% of published claims were computationally reproducible. In robustness checks, our reanalyses showed that 72% of statistically significant estimates remain significant and in the same direction, and the median reproduced effect size is nearly the same as the originally published effect size (that is, 99% of the published effect size). Additionally, 6 independent research teams examined 12 pre-specified hypotheses about determinants of robustness. Research teams with more experience found lower levels of robustness, and robustness did not correlate with author characteristics or data availability. Robustness checks and reproduction of analyses with existing and updated data based on 110 articles in economics and political science journals with data and code-sharing requirements found high levels of robustness and reproducibility and determined that robustness was not dependent on author characteristics or data availability.

Development into the wildland–urban interface, combined with heat and drought, contribute to
increasing wildfires in the U.S. West and a range of damages including recreation site closures and
longer-term effects on recreation areas. A choice experiment survey is used to estimate visitor
preferences for vegetation and the effects of past fire at recreation sites. Intercept interviews are
used to randomly select visitors at national forest sites near Los Angeles. The choice model
results reveal that recreation sites with waterbodies and sites with tree cover, instead of shrubs
or barren areas, are highly desirable, while evidence of past fires decreases the value of a site. We
find the effects of past fire depend on vegetation type, fire intensity and time since the fire ended.
Older forest fires and shrub fires are undesirable, but forest fires that reach the crowns of trees
are least desirable. The findings add to evidence that fire damage to recreation areas extends
beyond closures and depends on vegetation, which can inform the allocation of firefighting and
prevention resources.

This paper derives the incidence of a pollution tax in a stylized general equilibrium framework, building on previous work by Fullerton and Heutel. Using the CPI as numeraire, we show that tax incidence is a simpler problem than previously thought and that general insights can be derived without the need to restrict the parameter space. In addition, the counterintuitive possibility that an increase in the tax could increase the pollution level vanishes. The choice of the CPI as numeraire is further justified by the fact that environmental taxes, notably carbon taxes, are typically indexed on inflation.

We estimate the ecosystem service value of water supplied by the San Bernardino National Forest in Southern California under climate change projections through the 21st century. We couple water flow projections from a dynamic vegetation model with an economic demand model for residential water originating from the San Bernardino National Forest. Application of the method demonstrates how estimates of consumer welfare changes due to variation in water supply from public lands in Southern California can inform policy and land management decisions. Results suggest variations in welfare changes over time due to alterations in the projected water supply surpluses, shifting demand limited by water supply shortages or surpluses, and price increases. Results are sensitive to future climate projections—in some cases large decreases in welfare due to supply shortages—and to assumptions about the demand model.

Interest in expanding market-based approaches involving intra-pollutant trading (trading “like” pollutants) to allow inter-pollutant trading (trading “dis-similar” pollutants) is growing. Because many pollutants are regulated separately, designing inter-pollutant markets requires considering pre-existing regulatory constraints. We examine the optimal choices of inter- and intra-pollutant trade ratios when (i) some firms generate multiple pollutants affecting different media and (ii) permit caps are sub-optimal, having been exogenously specified by prior regulations. While the first-best outcome is unobtainable in this setting, we find inter-pollutant trading enhances efficiency by offering an additional policy instrument: the inter-pollutant trade ratio. Moreover, adjustments to intra-pollutant trade ratios reflecting the joint production of dis-similar pollutants can enhance efficiency. We also find realistic cases where inter-pollutant trading may universally improve environmental quality, easing concerns that trading across environmental media may harm one medium. An example of nitrogen trading in Pennsylvania’s Susquehanna River Basin illustrates our results.

• Urban congestion and environmental damage from car use impose
substantial social costs.
• First-best road pricing (distance-, time- and location-specific
pricing) offers a promising approach to internalize these costs as
technological development allows for precise monitoring.
• A large-scale Randomized Controlled Trial (RCT) in Oslo tested
road pricing with and without subsidies for active transport (walking
and cycling).
• Road pricing reduced external driving costs by 5.3%, mainly
through a decrease in kilometers driven by non-electric vehicle
(non-BEV) users.
• Battery-electric vehicle (BEV) users showed minimal response
to road pricing, suggesting that differentiated pricing based on
vehicle type may weaken overall effectiveness.
• A follow up experiment with an information treatment explaining
the long-term benefits of road pricing on congestion and pollution
increased public support by 4.4%, while experience with the road
pricing scheme alone had little effect.
• Combining road pricing with subsidies for cycling did not have
large additional effects.

Using a large-scale randomized field experiment, we study behavioral responses to and public support for Pigouvian road pricing. Leveraging financial incentives, we find that drivers subject to distance-based charges reflecting external costs of driving—varying by location, time, and vehicle type—reduce their driving-related externalities by 5.3%, corresponding to a price elasticity between –0.07 and –0.15, with much weaker effects among users of battery-electric vehicles (BEVs). Furthermore, providing information on the expected benefits of road pricing enhances public support for such policies, whereas experience with road pricing has little impact.

The transition to a low-carbon economy requires a contraction of fossil fuel sectors, raising questions about the labor market costs of reallocation. We study the
2014 oil price shock as a natural experiment to examine the contraction of Norway’s oil industry. Using matched employer–employee data, we estimate long-run effects
on earnings and employment using two complementary approaches. A differencein-differences design shows moderate losses for all oil workers, while an event study
reveals substantially larger and more persistent losses among displaced workers—up to 10% in earnings and 5% in employment nine years after displacement, especially
for those with lower educational attainment. Although few displaced workers transition into green jobs, they are equally likely to enter green and brown (non-oil)
sectors when accounting for the size of each destination sector. Earnings losses are larger for those entering green jobs rather than brown (non-oil) jobs, but smaller
than for those entering other sectors. Decomposition results indicate that differences in establishment wage premiums—rather than skill mismatch—explain most
of the observed gaps.

Universitetet i Oslo.

Hovedinnholdet i oppgaven starter i kapittel 6.
