CAPACITIES investigates how the energy transition is governed at the national and municipal levels. In the decades when the regulatory frameworks and institutions in the energy sector were developed, their mandates were narrower and more focused than today, when complex societal challenges must be addressed across multiple actors and sectors. The project therefore asks: How is the governance apparatus equipped to handle complex societal challenges and demanding trade-offs in the energy field? By examining a range of cases, we will highlight drivers and barriers to the energy transition across municipal and state levels. We aim to develop new expertise, new tools, and new processes for the energy transition, with increased transparency and participation from diverse societal actors. In this way, the project can contribute to reduced conflict levels and a more effective shift from fossil to renewable energy.
