  This article engages critically with the idea of state-centred nationhood, including its promises and limitations, as a foundation for state strategies of forging unity in (migration-related) diversity within nations. As states across Europe grapple with the management of migration-related diversity in contexts of increasing polarization of public debate on nationhood, which conceptions of nationhood do they draw on? We build on data from Norway, including policy documents and parliamentary debates, and draw on ten interviews with eleven bureaucrats in senior positions. Our interviewees were tasked with different aspects of the state’s nation building work, such as immigration control, national minorities (including Sami populations), religious and life-stance communities, and the 200-year anniversary of the Constitution. When asking which conceptions of nationhood bureaucrats draw on, we acknowledge that someone is doing the state’s nation building work. We find that the bureaucrats draw on a range of conceptions of nationhood, where ethnic and civic, more open and more closed dimensions, are mobilized. However, we did not find a cohesive conception of a state-centred nationhood being promulgated. Instead, our interviewees expressed uncertainty about how and to what extent nationhood could or should be mobilized to forge unity among Norwegian citizens. We argue that future research should move beyond dichotomies such as ethnic/civic or elite/everyday nationhood to theorize the composite articulations of nationhood which emerge empirically. Who bureaucrats effectively see as the imagined community, we argue, remains central to understanding states nation-building efforts

  Historically, the family and, more generally, gender policies have been a central issue in both nationalist and far-right rhetoric. This holds particularly for Germany, where the so-called male-breadwinner model and the rhetoric of Kinder, Kirche and Küche have a long tradition. At the same time, Germany’s national socialist past gives rhetoric around family as a continuation of the nation a particular negative association. In this article, we will review the family policies and views on gender roles, as well as the views on Muslims, of politicians from two German far-right parties and their youth organizations, as well as one German anti-immigrant social movement organization. Our data material consists of press releases, party programmes and social media posts. Our article adds to the growing literature on the importance of gender in nationalist and far-right policies in general, and in far-right argumentation against Islam in particular. Our specific contribution is a detailed focus on similarities and differences in various organizations of the German far right, as well as an analysis that draws on concepts such as femonationalism and similar perspectives, such as Rogers Brubaker’s notion of civilizationism.

  Since the turn of the century, anti-Islamic sentiments have become increasingly present in public debate. Scholars conducting research on the far right have even warned that the extreme has become mainstream. A key aspect of this situation is the prominence of gender images in the construction of ‘us and them’ distinctions in arguments against Muslims and Islam. This article examines two anti-Islamic Facebook groups. The main arguments of participants in these groups are that Norwegian women are in need of protection from dangerous Muslim men, and that Muslim women are oppressed but there is no need to feel sorry for them as they have chosen this subordinate position themselves. Further, group members not only make use of the well-known stereotypes of dangerous Muslim men and Muslim women as victims, but do so in explicitly sexist language, so that it is difficult to see them as unequivocal proponents of gender equality. Humour, emotions and jargon contribute to building a group atmosphere of xenophobia. The article analyses the group discussions in the light of theories and concepts of ‘femonationalism’ and right-wing populism.

  Ethnographic research on the far right is an important supplement to the many studies that rely on secondary data material and so to say are conducted from the office desk. This chapter gives a detailed account of an ethnographic study of the Norwegian far right, by discussing entrance, building of rapport, informed consent, confidentiality and other ethical and methodological issues. Even though building on a concrete study, the issues are of importance to other researchers in this field, and contributes to a greater transparency of studies that build on direct contact with extremists.

  Since 2011, we have witnessed both the worst terror attack ever on Norwegian soil as well as an attempted act of terror. Both actions were conducted by right-wing extremists, who were radicalized by inspiration from, but not actual participation in, far right anti-Islamist groups. Even though most of the current far right groups in Norway do not openly support violence they are not innocent, as the rhetoric they propagate has directly inspired such actions. In this article, we use social movement theory to understand interviews we conducted with leaders of two anti-Islamist groups and one neo-Nazi group, specifically to analyse their mobilizing ideas and proposed solutions to the problems they imagine, as well as whether they believe they have support in the general population. Further, we analyse how the actors’ views relate to broader discourses in society. As a background to our analysis, we refer to the larger landscape of far-right groups in Norway during past decades, as well as their equivalents in other European countries.

  The presence of hate speech in the commentary field of online newspapers is a pressing challenge for free speech policy. We have conducted interviews with 15 people whose comments were censored for posting comments of a racist, discriminatory or hateful nature. What characterizes their self-understanding and enemy images? We found that central to their motivation for writing such comments was an understanding of themselves as particularly knowledgeable people. They see themselves as people who fight for the revelation of the truth, in contrast to the lies spread by politicians and the media. Furthermore, they regard politicians and the media as corrupt elites that are leading our society into destruction by their naïve support of liberal migration policies. By linking up to alternative news media, these individuals support various forms of racialized conspiracy theories, but also a form of radical right-wing populism in their concern that politics should be acted out by people themselves. As such, our study adds to the literature on conspiracy theories in general and racialized conspiracy theories in particular, but also to the literature on online far-right activists. Our contribution lies both in the newness of focusing on the self-perceptions, but also in opening up for a modification of existing literature on the far right.

  Qualitative interviews with Latvian and Swedish agency nurses in Norway reveal that the two groups have quite different experiences of integration in the Norwegian labor market. Aiming to add knowledge about differentiation within migrant labor markets, the objective of this article is to examine how language, nursing culture, and personal motivation affect the double control that agency nurses are subject to, their resultant skill-sets, inclusion in the workplace, and response to this. Norway is of interest as the Norwegian language can be difficult to learn outside Scandinavia. The Latvian agency nurses are harder hit by the double control of the temporary work agencies than the Swedish are. They obtain higher wages and better working conditions and are ready to speak up against unfair treatment. If they want to leave the agency, they easily find direct employment. Latvian nurses seem more ready to accept work below their qualifications and some show signs of resigned acceptance. They have more to lose than the Swedish nurses in terms of access to work, wages, and working conditions if they return to their homeland. Although Latvian and Swedish nurses largely feel well received in the workplace, the double control they are subject to calls for self-restraint and impedes a sense of inclusion. For the Latvian nurses, language problems and cultural differences exacerbate this. The study expands and nuances how double control affects agency workers, and applying a broad concept of resigned acceptance it nuances what language means for discrimination in the workplace.

  This article analyses migration decisions and labour market manoeuvring of Latvian migrants to Norway, as well as the economic and social conditions that influence their choices. How do they adapt to the labour market in Norway? Do they practise circular migration, or do they aim for more permanent settlement? For some circular migrants, ‘reinforced’ motivation for migration emerges gradually, partly related to differences in working conditions – lower workload, better enforcement of work-safety regulations and opportunities for specialising in their field. Family and networks can influence both return and permanent settlement, depending on whether these are based in the home country or in Norway.

  This article supplements the limited research on the monarchy by highlighting the symbolic and cultural value of Norway’s Royal House in nation-building. To maintain his unifying and non-partisan role, the king must balance between conflicting perspectives on national identity. Our analysis of royal New Year’s speeches 1960–2014 examines the concepts of ‘Norwegianness’ conveyed, noting the increasing focus on diversity and a multicultural society.

  National day speeches play an explicit part in defining national identities. In this article, we examine how mayors in Norwegian municipalities reflect on Norway's increased diversity in their 17 May speeches. National day speeches in Norway are supposed to focus on unity, not conflict. Yet, what have they become in the context of diversity? In applying theoretical perspectives on nations, rituals and language to data consisting of a selection of speeches, our analysis identifies themes that structure a typical 17 May speech. We explore the use of plural pronouns in the speeches and how they make Norwegian national identity more or less accessible for people with minority backgrounds. By including ethnic minorities in national day rhetoric, the speakers negotiate who belongs in the Norwegian community in a less directly political way than in everyday life. Yet, whilst the genre is celebratory, the national day speeches also echo different political attitudes towards diversity and integration.

  Debates about, as well as changes in, gender norms and gender policies have great potential for political mobilization: they encircle social and political developments as movements towards societal stabilization—or its opposite, destabilization. Contested issues include abortion, family policy, whether women are by nature more suited for childcare than men, sex education in schools, teaching of gender studies at universities, views on sexual minorities (including homosexuals’ right to marry and to adopt children). Positions on these issues follow political dividing lines, with the far right at one end of the spectrum. At the same time as the global governance system is pushing for increased gender equality, there are powerful forces opposed to such a goal. Anti-feminist and anti-gender-equality sentiments mark new nationalist policies and rhetoric, as well as populist and extremist mobilization. Several scholars have argued that we are witnessing the rise of a new form of patriarchy and masculine norms and grievances, as well as the fear of a low of traditional values. Male resentment and victimhood among certain groups is heralded as one of many explanatory factors for much of the nationalist mobilization and political change observed in recent years: from the coming to power of Donald J. Trump in the USA, Rodrigo Duterte in the Philippines and Jair Bolsonaro in Brazil, to Brexit and illiberal democratic developments in Europe.

  Using data of four Nordic countries (i.e. Denmark, Finland, Norway and Sweden) participated in the international civic and citizenship study (ICCS) 2016, this paper explores students’ perceptions of their civic identity within their national and supra national/ Europe or the world communities. Our point of departure follows the concept of citizenship as the fundamental relationship of person to a political community (Conover 1995). We aim to find answers to questions: To what extent students perceive their relationship to their country of residence and the bigger world around them? To what extent student civic identity was influenced by their individual and family characteristics regardless the fact that they all receive civic and citizenship education from the four rather similar education systems? To what extent these relationships differ across country borders? The paper will first provide an overview of social and political context of youth civic and citizenship identity formation. It then presents relevant theoretical perspectives for understanding how future / becoming citizens perceive their relationship to their country of residence and the world. We analyse and compare responses from students from four Nordic countries participated in ICCS 2016 (N=18 962, average age =14.8 years old). We will compare students’ perceptions towards the country and the Europe/world they are living in across the countries, taking into account students’ individual characteristics such as gender and ethnicity and their home socio-economic background.
