Sustainability transitions are inherently political and normative - yet transition research has rarely engaged explicitly with the values that shape policy directions. This paper compares nearly eight decades of Dutch and Norwegian agri-food policy, tracing how problem frames, policy solutions, and underlying values produced different pathways while sharing a persistent dominance of economic values over social and ecological concerns.
