  This study was conducted during the initial phase of testing an on-demand, shared automated service in Oslo, Norway. It draws on video recordings and log-data (speed, driving status, GPS) from the automated vehicles (AVs) collected during three weeks in winter 2024/2025 to examine the nature and challenges of right-of-way interactions at a right-hand-priority T-intersection in an urban area. Our main goal was to explore potential conflicts and risky situations between AVs and other road users in ways that can inform the development and eventual introduction of safe autonomous systems. Compared with the studies we conducted earlier in the Oslo region, the AVs in this pilot demonstrated notable improvements in their ability to operate in complex traffic environments. At the same time, we observed challenging situations involving negotiation, the assessment of other road users’ intentions as well as informal norms and mobility practices. Some of these situations required that the on-board operator disengaged the AV from automated mode to solve the situation. We selected seven illustrative examples of these and discussed them in more detail. It is worth noting that the study utilises data collected during a short period of the testing phase, when disengagements may have reflected testing protocols or precautionary measures rather than technical limitations. As such, the findings should not be interpreted as indicative of how AVs would perform in routine operations without an on-board human operator. Nevertheless, they suggest continued progress and provide relevant insights into how AVs are adapting to real-world urban settings.

  The rise of the sharing economy has enabled new forms of urban mobility that were previously either non-existent, small scale and informal in nature. This chapter focuses on new ways of sharing automobiles, namely ride-sharing, ride-sourcing and car sharing. These new modes, collectively referred to as shared automobility, rely upon digital platforms that facilitate transactions as part of the sharing economy and the related product-service economy, on-demand economy, and second-hand economy. The literature on shared automobility emphasizes impacts on environment, congestion, public health and regulatory frameworks. Shared automobility generally leads to reduced automobile use, carbon emissions and vehicle collisions, although the evidence is not consistent across contexts. Current regulatory frameworks are not equipped to handle the challenges posed by shared automobility with respect to competition with incumbent modes, safety regulations and labor conditions. We have begun to see signs of consolidation among ride-sharing and ride-sourcing. Further technological innovations may lead to further consolidations with car sharing.

  This paper builds on a survey of existing users of two car sharing schemes in Oslo, namely Nabobil (peer-to-peer scheme P2P) and Bilkollektivet (cooperative scheme Coop), to understand how the following factors lead to active (or passive) car sharing – i. key life-events; ii. adoption/retention challenges; iii. acceptability; and iv. infrastructural needs. The conceptual framework of this study is informed by mobility biographies and social practice theory. A web-based questionnaire was distributed by the two service providers to their members, and approximately 1,724 users of P2P and 1,117 users of Coop participated in the survey. The survey collected information on travel behaviour, preferences, life-stages, mobility biography of the household, and life-events possibly leading to car sharing. Results highlight that using P2P scheme emerged as statistically significant for students moving to Oslo and for employees starting in new jobs. For the Coop members, the birth of first or later children were statistically significant events in households’ decision to start with car sharing. Along with differences in meanings, skills, materiality and practices of carsharing, users of the two schemes varied with respect to spatial details as well – proximity to transit-stops, access to high-frequency public transport services, walking/cycling infrastructure and, parking facilities. Further, for carsharing to become popular, ample institutional trust, capable of off-setting any lack of trust that users may have, needs to be built.

  Vi har innhentet, vurdert og strukturert informasjon knyttet til innføring av generell fartsgrense på 30 km/t i seks europeiske byer, samt Spania. Beslutninger om innføring av en slik fartsgrense kan tas på ulike nivåer, ved at nasjonale myndigheter definerer fartsgrensene i alle byene, at myndighetene i byene tar beslutningen, eller at myndigheter på ulike nivåer velger å innføre fartsgrensen på sine deler av veinettet. Man har i hovedsak valgt at den generelle fartsgrensen på 30 km/t skal gjelde for alle gater og veier i hele byen eller i store deler av byregionen, med unntak for noen definerte hovedveier. Informasjon om fartsgrensene, kontroll av at de overholdes og håndheving av overtredelser er nødvendig. Byene har dokumentert at tiltaket har gitt ønskede effekter, som lavere hastigheter, stor grad av overholdelse, samt vesentlig færre ulykker, særlig alvorlige ulykker og ulykker som involverer fotgjengere og syklister. Noen byer har dokumentert redusert støy og forurensning, og at kø og reisetider ikke har økt.

  High ambitions have been set for curbing car usage in urban areas, and transport planning is finally turning its research and policy-making gaze to sustainable modes like walking, cycling, and public transport. Car sharing (CS) is fast emerging as a fourth addendum to this set of sustainable modes, based on the core understanding that a car will be used only when absolutely necessary. As opposed to informal car sharing, formal car sharing entails membership, either platform or organization based, which provides access to an automobile for short-term. Currently, the three most popular CS business models are business-to-consumer (B2C), business-to-business (B2B) and peer-to-peer (P2P). It is estimated that CS can have major impacts in reducing car ownership at the household level, vehicle miles traveled/vehicle km traveled (VMT/VKT) and GHG emissions. Results, however, indicate that there are multiple topics related to acceptability, adoption, retention and institutionalization of car sharing which needs to be further studied before CS can establish itself as the fourth sustainable mode of transport.

  Kostnadene ved å produsere kollektivtransporttjenester har økt kraftig siden 2019. Denne kostnadsveksten har i liten grad blitt båret av de reisende, og i stor grad blitt båret av offentlige budsjett. Med dette bakteppet har vi i denne rapporten sett på hvordan kostnadene for å produsere busstjenester ser ut fram mot 2028 og 2035, gitt ulike scenarioer for produksjonsnivå og finansiering. I denne studien finner vi at kostnadene ved å tilby disse tjenestene forventes fortsette å øke raskere enn inflasjon. Dette gjør at om det ikke skjer noen strukturelle endringer som ikke fanges opp av analysen vil enten produksjonen måtte reduseres eller bevilgningene/brukerbetalingen økes. I scenarioet hvor kollektivtrafikken skal øke sin markedsandel med 70 prosent, i tråd med Norges klimamålsettinger, vil det kreve en betydelig økning i ressursinnsatsen.

  En hensiktsmessig integrering av automatiserte kjøretøy forutsetter prising og regulering som reflekterer samfunnets kostnader, støtter nullvekstmålet og sikrer at automatisert mobilitet komplementerer snarere enn undergraver kollektivtransporten. Marginale skade¬kost-nader knyttet til automatisert mobilitet varierer betyde-lig med geografisk kontekst og tidspunkt på døgnet, der de høyeste kostnadene oppstår i tette byområder i rushtidsperioder. Disse kostnadsanslagene gir et nyttig nedre estimat for vurdering av effekter av automati¬serte kjøretøy, men fanger ikke opp flere viktige faktorer som lokal forurensning, endringer i arealbruk, bruk av offentlig rom, helseeffekter og indirekte ressurs¬bruk. Samlet sett peker analysen mot en vurdering av utviklingsstier for automatiserte kjøretøy, der løsninger som ligner kollektivtransport prioriteres først, mens mer eksklusive, on-demand og dør-til-dør tjenester først og fremst bør benyttes der de prioriterte løsningene ikke er egnet.

  Rapporten ser på utvikling i målsettingene for kollektiv-trafikken i Norge, med vekt på Oslo og Akershus, i tids-perioden fra 1945 frem til 2025. Hovedfunnene er at målene er endret og at de har gått i retning av å bli mer komplekse. På 1950 og 1960-tallet var kollektivtrafikken stammen i det nasjonale transportsystemet og hadde mål knyttet til produksjon og ressursutnyttelse. Utover 1970-tallet kom miljø og konkurranse mot bil inn i målbildet. Fra 1980-tallet av har momenter som å være tidlig ute med ny teknologi og det gode byliv kommet inn i målsetningene. Disse målene henger sammen med og blir gjerne operasjonalisert med utgangspunkt i kollektivtrafikkens konkurrent, privatbilen. Ser vi frem-over virker automatisering å kunne påvirke kollektiv-transporten i like stor grad som privatbilen gjorde.

  Formålet med denne rapporten var å fremskaffe kunnskap om trafikksikkerhet for plattformarbeidende sykkelbud i matleveringsbransjen. Vi undersøkte hvordan rammebetingelser, organisering og arbeidsvilkår påvirket trafikksikkerhet, og kartla forekomst av uhell, risiko og helseplager. Datagrunnlaget omfattet litteraturgjennomgang, 21 kvalitative intervjuer og en spørreundersøkelse med vegkantundersøkelse (n=165). Vi konkluderer med at sykkelbud er en særlig utsatt gruppe i trafikken. Organiseringen av arbeidet, som inkluderer bruk av selvstendige oppdragstakere, provisjonslønn og begrenset styringsrett, svekker muligheten for systematisk sikkerhetsoppfølging og forebygging. Det er behov for bedre og mer systematisk opplæring, tilgang til egnet utstyr og hvilefasiliteter.

  Mobility hotels can contribute to reduced car use by offering services removing barriers for commercial use of cargo bikes. Critical barriers for cargo bike use are unreliable and fragile bikes, organizational burden, and high implementation costs. There are indications of technological maturity of cargo bikes improving, and this could become an important driver for cargo bike adoption. The mobility hotel KAIA in Oslo provides services that can remove or reduce critical operational barriers for last mile, mobile and on-demand services. The combination of leasing and maintenance of bikes is especially important. The City of Oslo has a critical role in shielding and nurturing the cargo bike niche towards becoming mainstream through supportive policies. Backing initiatives like KAIA Mobility Hotel can help strengthen this niche. A strategic approach to supporting cargo bike adoption should include a combination of measures, such as procurement policies, land use planning, financial incentives, urban infrastructure, and integration of cargo bikes in municipal operations.

  Autonomous vehicles (AVs) are likely to transform urban mobility. By focusing on transport systemic dynamics, organizational structures, and user practices, we present a conceptual framework that has four AV scenarios and eight non-mutually exclusive pathways for potential AV introduction. The complexity and multiplicity of future system configurations underscores that we cannot take for granted how new technologies will be provided, used and regulated. Current mobility business models, legal frameworks, land-use practices, and enforcement policies must be updated. Recognizing the political nature of AV integration, system stakeholders must work actively to ensure access to AV mobility without exacerbating social inequities, climate emissions, excessive land-use, and economic inefficiency.

  Car sharing is an emerging innovation that may contribute to a transition to a more sustainable mobility system. Most research shows that car sharing programs have a net positive impact on the environment. This report describes the history of car sharing in Norway over the course of four periods that characterize the business models, operational models and user profiles of the various platforms. The rapid increase in the use of car sharing and number of platforms in Norway suggests that the market has proven itself as being viable and that we are entering a period of competition and further change. As the popularity of electric vehicles increases, more research is needed on the non-carbon environmental impacts of car sharing.
