  Well-functioning states are often seen as great pacifiers in the sense that serious societal disputes within their respective territories are usually solved without violence. On the other hand, deep conflicts between states may more easily result in violent situations due to the partly anarchical character of the international system. One could therefore expect that studies of war and peace focused extensively on various ways of organizing interstate relations and the potential for replacing anarchy with political order. However, although several peace studies deal with the role of international organizations (IOs), this research is surprisingly absent in review literature. One reason for this absence may be that findings on the peacemaking role of IOs among member states seem to be ambiguous. The purpose of this review essay is to increase our understanding of under what conditions international institutions could matter in this respect. The fierce debate between realists and institutionalists only marginally touches upon the effect that the various ways of organizing IOs might have on interstate peace. Arguably, the only international organization so far that in its structure and work clearly transcends a basically intergovernmental arrangement is the European Union (EU). This could make the EU, and EU-like structures, more able to avoid polarization along the territorial dimension since its organization structure activates cross-cutting cleavages and a system-wide perspective among policymakers, arguably tying together rather than splitting the system. Interestingly, the peculiar organizational structure of the EU seems very much ignored in the IO literature in general, and in peace research on IOs in particular.

  Studies show that public administrations that practise merit-based recruitment of their personnel are significantly less marked by corruption than administrations that do not recruit in this manner. While we know a lot about how EU member states score with regard to the degree of merit-based recruitment within their administrations, and also how the European Commission administration performs in this respect, recruitment practices within the increasing number of European Union regulatory (decentralized) agencies seem to remain a white spot in the literature so far. In this article, we make a first step in mapping recruitment practices within the secretariats of such agencies. We also investigate if it matters whether a European Union agency is located in a country marked by a non-meritocratic administrative culture or not. The article shows that European Union agencies seem to overwhelmingly apply meritocratic instruments when hiring people, regardless of their location.

  A basic insight in public governance and administration research is that career officials tend to play an important role in public policy development as well as in its implementation. Surprisingly, however, despite of being an enduring theme on the research agenda, the jury still seems to be largely out as regards how to account for bureaucrats’ actual decision behaviour, a fact reflected in the numerous competing theories and perspectives available. By applying a novel large-N questionnaire survey as well as an alternative method, this paper sheds new light on this highly contested area of research. We find that government bureaucrats’ (formal) organizational position is by far the most important explanatory factor, while classical demographic factors like geographical background, gender and age play a rather minor role. Among officials’ many early experiences, only their educational background and former job experience really count. Nor the political attitudes of officials seem to matter. The crucial role of bureaucrats’ organizational position for understanding their behaviour does not seem to depend on intra-organizational socialization. Importantly, the key role of factors that may be relatively subject to deliberate change, such as organization structure and the former job experience and educational background of those recruited, entails a considerable potential for organizational design.

  This review article, with a clear political science and public administration bias, takes stock of the existing literature on EU agencies and suggests a future research agenda. The article reviews studies on EU agencies' organization, tasks, proliferation and location in the political-administrative space. Whether the advent of EU agencies tends to underpin a basically intergovernmental, transnational or supranational order has potentially huge consequences for the distribution of power across levels of government, for the degree of policy uniformity and pooling of administrative resources across countries, for the role of genuinely European perspectives in the policy process, and for accountability relations. Although the jury is still partly out on most topics, we see the contours of a more direct multilevel administration in which EU agencies not only constitute nodes within transnational agency networks, but in addition, in governance terms, relate more closely to the European Commission than to any other institution.   The jury is still out with respect to whether European Union (EU)-level agencies act primarily as tools of national governments or not, although parts of the literature as well as the legal framework of EU agencies seem to favour the former interpretation. We argue that EU agencies which might be able to act relatively independently of national governments and the Council, but not necessarily independently from the Commission, would contribute to executive centre formation at the European level and thus to further transformation of the current political-administrative order. By measuring along several dimensions, we demonstrate that the Commission constitutes by far the most important partner of EU agencies. EU agencies deal (somewhat surprisingly) to a considerable extent with (quasi-) regulatory and politicized issues. When engaging in such areas, national ministries and the Council tend to strengthen their position, however, not to the detriment of the Commission. In addition to the Commission, national agencies make up the closest interlocutors in the daily life of EU agencies, indicating how EU-level agencies become building blocks in a multilevel Union administration, partly bypassing national ministries. We build our analysis on an on-line survey among senior officials in EU agencies.

  Two decades of New Public Management have placed agencifiction high on the agenda of administrative policy-makers. However, agencification (and de-agencification) has been one of the enduring themes of public administration. Agencies organized at arm’s length from ministerial departments have fairly often been located outside of the capital or political centre. Although practitioners tend to assign some weight to central versus peripheral location as regards political-administrative behavior, this relationship has been almost totally ignored by scholars in the field. In this paper, based on a large-N elite survey, we show that agency autonomy, agency influence and inter-institutional coordination seem to be relatively unaffected by agency site. This study also specifies some conditions under which this finding is valid.

  Statsviternes arbeidslivsrelevans utenfor forskning og undervisning er et vedvarende tema. I denne kommentaren vil jeg først si litt om hvordan arbeidslivsrelevansen oppfattes og dernest litt om hvordan universitetet, eksemplifisert ved Institutt for statsvitenskap (ISV) ved UiO, vil håndtere manglende relevans. Dernest vil jeg bruke min egen subdisiplin, offentlig politikk og administrasjon (OPA), som et eksempel på hvordan vi kan bli mer relevante for praktisk problemløsning. En observasjon er at ISV, i sin tilnærming til arbeidslivsrelevans, ikke synes å gjøre et poeng av at praktisk problemløsning ofte er basert på virkemiddeltenkning, dvs. kunnskap om sammenhenger mellom designfaktorer og forhold en ønsker å påvirke.

  Temaet for denne oppgaven er mat- og helsesektorens utforming av kostholdsråd. Gjennom en casestudie av mat- og helsesektorens håndtering av usikkerheten vedrørende helserisikoen knyttet til miljøgifter i oppdrettslaks, sommeren 2013, også kalt «Laksesaken», viser jeg hvordan trekk ved sektorenes organisasjonskontekster får betydning for hva slags kostholdsråd som utformes og formidles. Jeg tar utgangspunkt i et analytisk rammeverk som «pakker ut» sentrale elementer ved sektorenes organisasjonsstrukturer, og trekker frem sentrale spenninger som genereres av strukturen på feltet. Jeg argumenterer for at mat- og helsesektoren har ulike forståelsesrammer til kostholdsråd og mattrygghet, og at trekk ved organisasjonskontekstene og aktørenes profesjonstilknytning forsterker forskjellen mellom sektorene. Avhengig variabel i denne studien er faktisk beslutningsatferd under utforming av råd. De uavhengige variablene er organisasjonsstruktur og demografi. Gjennom dokumentstudier, semi-strukturerte intervju med informanter i mat- og helsesektoren, og deltakende observasjon har jeg kartlagt det organisatoriske policyrammeverket som ligger til grunn for utforming av kostholdsråd. Data fra intervju har bidratt til å belyse kontaktmønster, vektlegging av hensyn, rolleatferd og hva slags informasjonssetting aktørene i mat- og helsesektoren opererer i under utforming av råd. Studien finner i tråd med forventningene fra organisasjonsperspektivet at Mattilsynet og Helsedirektoratet vektlegger faglige- og vitenskapelige hensyn i arbeidet med utforming av råd. I tillegg viser funn at matsektoren har et bredere ansvarsområde enn helsesektoren, noe som reflekteres i et bredere hensynsspekter og balansering av flere hensyn når råd skal utformes. På departementsnivå synes politiske signaler å orientere seg mot hensynet til mattrygghet nasjonalt og internasjonalt, men for å imøtekomme utfordringer på sjømatområdet tillegges faglige hensyn økt betydning. Utforming av råd reflekterer en sammensatt struktur. Matsektorens kopling til EU-nettverket viser at et fjerde styringsnivå også griper inn og får betydning for utformingen av kostholdsråd. I tillegg til nasjonale hensyn som helse og ernæring, reflekterer strukturen også betydningen av overnasjonale hensyn. Koplingen til EU-nettverket medfører koordinering av administrative og faglige ressurser på tvers av vertikale nivå. Denne casestudien styrker forklaringskraften organisasjonsperspektivet har til å forklare utforming av politikk.
