Based on desk studies and qualitative interviews with both workers and union representatives at different levels, we explore how Polish temporary migrant workers in the offshore-related industrial services and maintenance sector in Norway experience precarity; their relationship with unions at different levels; and how the unions tackle the challenges of representing them. The distinction between how unions operate to tackle precarity on the strategic level and in everyday practices provides a nuanced picture of what even strong, institutionally embedded unions and temporary workers face in stemming precarity. It underscores how important engagement of the unions is in everyday practices for temporary migrant workers to benefit from the regulatory achievements they make, and yet how challenging measures against precarity are to implement in contexts of sharp competition in labour costs.

Asia has become the world’s largest beer-consuming region, and Southeast Asia sees the strongest growth in demand. While the Asian beer industry attracts investments from global and regional capital and is undergoing significant restructuring, there has been little academic attention to these transformations. In this article, the focus is on Vietnam, Myanmar, and Thailand to analyse how global and regional lead firms adapt to changing competition and increasing demand in Southeast Asia. A combination of theorisations of variegated capitalism with embeddedness and symbolic value is used to explain firm strategies on accessing markets, managing risk and building stronger brands. This analysis demonstrates how regional and global production networks co-exist and interact, and how regional lead firms struggle to challenge global lead firms in accessing the Southeast Asian beer market. The findings show how regional and global capital to a limited extent dissociate from established networks when representing a reputational risk and illustrate how firms co-create the demand for beer. The analysis gives a strong account of the role of embeddedness for expanding market access, and how lead firms seek to strengthen their position through buying up local competition to profit from their established reputation, and territorial and societal embeddedness.

What does the new phase of SOE reforms starting around 2016 tell us about economic and institutional transformations and contradictions in Vietnam? In raising this question, we shed light on contradictions between the Vietnamese socialist ideology and the market imperative and international pressure the Vietnamese economy is subject to as a global player. In the wake of the doi moi process for economic renewal, the need of reforming the SOE sector attained a lot of attention. The Government decided to promote equitization of SOEs in 1992. This means that the enterprises should be turned into joint stock companies in which the state, workers and private investors hold shares, and that either the state or the private investors hold the majority shares. However, the process went slowly. There were considerable resistance from managers and a fear of job losses. What then characterizes the new phase of SOE reforms? What is new about the context that the reforms are implemented in? After a brief account of previous SOE reforms we delve into how the state and industry plan for, perceive and experience the new phase of reforms and how the reforms are addressed by international institutions and mass media.

Qualitative interviews with Latvian and Swedish agency nurses in Norway reveal that the two groups have quite different experiences of integration in the Norwegian labor market. Aiming to add knowledge about differentiation within migrant labor markets, the objective of this article is to examine how language, nursing culture, and personal motivation affect the double control that agency nurses are subject to, their resultant skill-sets, inclusion in the workplace, and response to this. Norway is of interest as the Norwegian language can be difficult to learn outside Scandinavia. The Latvian agency nurses are harder hit by the double control of the temporary work agencies than the Swedish are. They obtain higher wages and better working conditions and are ready to speak up against unfair treatment. If they want to leave the agency, they easily find direct employment. Latvian nurses seem more ready to accept work below their qualifications and some show signs of resigned acceptance. They have more to lose than the Swedish nurses in terms of access to work, wages, and working conditions if they return to their homeland. Although Latvian and Swedish nurses largely feel well received in the workplace, the double control they are subject to calls for self-restraint and impedes a sense of inclusion. For the Latvian nurses, language problems and cultural differences exacerbate this. The study expands and nuances how double control affects agency workers, and applying a broad concept of resigned acceptance it nuances what language means for discrimination in the workplace.

The objective of this article is to explore how the mobility power of nurses (the ability to move between employers or leave the labor market) contributes to changing relations between health institutions and temporary work agencies in the Norwegian welfare state. Based on case study as the research strategy, the article contributes to the political economy of labor relations approach and the debate over the role ofTWAs and temporary nursing in the health sector. The mobility power of Swedish nurses who shift from agency nursing to direct temporary nursing in health insti- tutions (bank nursing) partly explains the constrained growth of agency nursing in the Norwegianhospital sector. However, contracting flows of Swedish nurses to Norway since 2015 challengeinternal labor hire and could make health institutions more agency-dependent in future. The dataemployed are semi-structured interviews, official statistics, reports, and news clippings.

Several calls have been made by labour geographers in support for a more thorough investigation and theorization of labour as an active agent in the production of economic geographies. The present paper responds to this challenge by examining how Swedish agency warehouse workers and temp nurses working in Norway act and think in relation to mobility and how certain spatiotemporalities come into play in the mobility agency of individual workers. Though we are particularly concerned with the ambiguities involved in the relationship between mobility, agency and power, a second objective is to contribute to the theorization of how space and time matters to mobile workers. Drawing on data from twenty interviews with Swedish temp nurses and six focus group interviews with Swedish agency warehouse workers, and by combining several strands of literature ranging from current research on mobilities and migration to the work of classical scholars in geography and sociology, we propose that a ‘trialectics of spatiotemporalities' is part and parcel of workers' mobility agency. Furthermore, our findings suggest that the purposive agency as emphasized for instance by the notion of ‘mobility strategy' needs to be complemented by a conceptualization of agency that includes what we term (erratic) probing. We conclude that labour mobility may be strategic and a sign of power, but not always and everywhere, and not in any pure sense.

Hirschman’s (1970) concepts of exit, voice and loyalty can be reworked to add further nuances to the understanding of labour agency. Agency by exit is of interest in demonstrating how agency is conditioned by structures and context that constrain and enable successful action. It may start as individual acts of coping and then enable and empower more collective actions of reworking and resistance. Agency by exit thereby expands our understanding of what strategies of coping, reworking and resistance entail. We base our arguments on a case study of the “Not below 24,000” movement among nurse students and newly graduated nurses for acceptable entry wages in Sweden. The movement has succeeded in raising the entry wage for a number of newly graduated nurses by turning individual and collective agency by exit into structural power. While the movement has managed to shake power relations, it has not fully changed the rules of the game.

The article examines the role and contribution of preferential treatment of state enterprises to growth in the textile and garment industry. State enterprises are still the largest single sector in the textile and garment industry in Vietnam, but are losing market shares to private Vietnamese enterprises and foreign-owned enterprises despite the benefits that they enjoy. However, in the present context of economic transition and keen competition in the global market, well-managed state enterprises are attractive to foreign buyers of their products and have a role to play in market access abroad. This contrasts with the neoliberal notion that privatization is essential to competitiveness in the global market.
