DiCE Conference on Ukraine

Time and place: Nov. 24, 2022 5:45 PM – Nov. 25, 2022 3:30 PM, EUI - Badia Fiesolana

The Robert Schuman Centre for Advanced Studies of the EUI organises a two-day conference analysing the immediate and profound effects on Europe brought by the war in Ukraine in Florence.

Since the Russian attack in late February 2022, the war in Ukraine has had profound and immediate effects on Europe. Within a short span of time, fundamental aspects and assumptions of the European contract have been redefined, and the European integration processes have accelerated dramatically in a number of core state- and policy areas. These include, amongst others, the military and security dimensions, energy dependence and transition to renewable sources, the prospect of enlargement and new accession processes and the external dimension at large. At the same time, certain recent developments have shown the limits of joint action.

This conference, organised in the framework of the Horizon 2020 CSA project Differentiation: Clustering Excellence (DiCE), seeks to answer a crucial question: is the war in Ukraine ultimately leading to a more unitary or a more differentiated EU? After a high-level keynote speech on day one, the second day comprises four roundtables on the above-mentioned key areas (security, energy, and enlargement-external differentiation).

DiCE Scenario Marathon

Time and place: Oct. 6, 2022 – Oct. 7, 2022, Brussels

The Istituto Affari Internationalli organized a Scenario Marathon event with policy makers and stakeholders in Brussels. At the event participants discussed possible future scenarios of three policy areas: Economic and Monetary Union and the Single Market; EU foreign, security and defence policy; and the Area of freedom, security and justice, including migration.

Building upon these scenario exercises and gathering other relevant strategic foresight publications, the DiCE Scenario Marathon is a flagship of the Horizon 2020 project Differentiation: Clustering Excellence (DiCE). The initiative brought together stakeholders from EU, national and subnational institutions to participate in a scenario-based exercise for strategic foresight on future opportunities and risks of differentiation in Europe. The focus of the Marathon was on sectoral exercises related to EU differentiation and integration in relevant policy fields – namely the Economic and Monetary Union and the Single Market; EU foreign, security and defence policy; and the Area of freedom, security and justice, including migration. The results of the DiCE Scenario Marathon will be carefully evaluated, structured and further developed in a policy paper on strategic foresight for policy-planners and policy-makers, identifying the conditions under which reforms may fail or succeed, thereby guiding relevant stakeholders on the feasibility and legitimacy of different reform proposals.

DiCE panel at Czech Pre-Presidency Conference, Prague

Time and place: May 23, 2022 1:00 PM – May 24, 2022 12:15 PM, Czernin palace, Ministry of Foreign Affairs of the Czech Republic, Prague

DiCE organises the panel "The Future of European Integration: after the Crises and the CoFoE" at the Czech Pre-Presidency Conference, hosted by TEPSA and its Czech Member Institute, the Institute of International Relations in Prague on 23-24 May 2022 in Prague.

On 1 July 2022, France will hand over the Presidency of the Council of the EU to Czechia, which will hold its reigns once again, for the second time since becoming an EU Member State in 2004. During the next six months, the Czech Presidency will have to sail through troubled waters to address some of the most pressing EU issues, such as the Union’s response to the ongoing war of aggression being waged by Russia in Ukraine, as well as managing multiple ongoing files, such as the implementation of the EU Green Deal, reacting to the conclusion of the Conference on the Future of Europe, and much more.

To scrutinise the priorities and challenges of the Presidency, TEPSA and its Czech Member Institute, the Institute of International Relations in Prague, host the Czech Pre-Presidency Conference on 23-24 May 2022 in Prague.

DiCE Panel: The Future of European Integration: after the Crises and the CoFoE

This session discusses the future of Europe after the crises and the Conference on the Future of Europe. This session explored the impact of the Conference on the Future of Europe. The session is chaired by Jakub Eberle (IIR Prague), and features contributions from Nicoletta Pirozzi (Istituto Affari Internazionali), Jaap de Zwaan (fmr. TEPSA Secretary-General), Frank Schimmelfennig (ETH Zürich), and Ilke Toygür (SWP Berlin & University Carlos III of Madrid).

DiCE Townhall Meeting: From Differentiation to Unity? Implications of the war in Ukraine for EU migration and asylum policy

Time and place: May 18, 2022 1:00 PM – 2:30 PM, Seminar Hall at Arkadiankatu 23H in Helsinki and online

Finnish Institute of International Affairs and TEPSA co-organise a townhall meeting on whether the EU can overcome its differentiated past in migration and asylum policy and deepen integration in this field on 18 May 2022.

After the Russian attack in Ukraine on 24 February 2022, more than 5 million people have left Ukraine and at least the same number is displaced within the country. The European Union was quick to react: it activated for the first time the Temporary Protection Directive, providing immediate protection for those fleeing Ukraine. At the same time, the French Council Presidency is working hard to reach an agreement on the New Pact on Migration and Asylum proposed by the European Commission in September 2020.

Can the EU overcome its differentiated past in migration and asylum policy and deepen integration in this field? What are the similarities and differences between the refugee situations in 2015 and now? Is the EU able to achieve a unified migration policy and what are the challenges and opportunities of differentiated integration in this field.

The townhall meeting is organised in the framework of the DiCE project.

DiCE Regional Assemblies: what do regional and local governments think of differentiated integration?

Time and place: May 5, 2022 – Sep. 30, 2022, across Europe

TEPSA in cooperation with its member institutes organised the DiCE Regional Assemblies, which will take place May-June 2022.

The DiCE Regional Assemblies took place in the following countries:

  • Slovakia: 5 May 2022
  • Bulgaria: 12 May 2022
  • Germany: 16 May 2022

DiCE Networking Conference on Brexit

Time and place: Mar. 11, 2021 10:00 AM – Mar. 12, 2021 1:00 PM, Online

The conference will bring together experts and stakeholders from policymaking, civil society and academia, as well as a ‘witness panel’ with stakeholders involved in the Brexit negotiations.

Over the last decades, the EU has faced a number of crises, from financial and economic to migration crises, but also renewed geopolitical tensions, domestic opposition and Brexit. Such challenges have resulted in calls to make arrangements more flexible and adaptable to member states’ different needs and to different policy areas. Differentiation has gained prominence on the European agenda and is a crucial matter in today’s debates on the future of Europe, raising new questions: Is differentiation sustainable and acceptable? Can differentiation instead lead to democratic problems, or ultimately, disintegration?

The DiCE Networking Conference on Brexit aims at mobilizing experts and relevant stakeholders from policy-making, civil society and academia and bring them together for three roundtable debates, as well as a ‘witness panel’ with stakeholder involved in the Brexit negotiations. The conference focuses on the distinction between internal and external differentiation and on the role of Brexit for the future of the EU in general and the effects on differentiation research in particular.
