Abstract

Recent years have seen what many commentators refer to as shift to ‘Geoeconomics’ in the EU. This incorporates a shift in internal economic policy, including in the single market, towards a more interventionist policy, and a shift towards using economic policy as a form of security and foreign policy. This is driven by rising global instability, and increasingly aggressive competition. It also takes place against a background of demands for greening economic policy, and concerns about the EU’s lack of competitiveness. Clearly, this shift has the potential to significantly shape the EU going forward, in economic policy and beyond. This has led to calls for critical engagement with this change, calls which this paper seeks to answer. Drawing on insights from feminist political economy and feminist security studies, this paper explores the gender politics of geoeconomics, including how it impacts existing gender equality policy, how it interacts with gendered assumptions, and how it transforms or maintains the ways in which the EU is both a gendered and gendering actor.
