The European Strategy and Policy Analysis System (ESPAS) is an inter-institutional EU process promoting foresight and anticipatory governance, involving nine EU institutions and bodies. In this ARENA seminar Justus Schönlau will present and discuss his research project on how and why this policy tool and narrative of "Strategic Foresight" came about in an institutionalised process.
