SIREN investigates the quiet revolution underway in the Norwegian penal field, as an increasing share of sentences are now served in the community rather than in prison, and pre-trial detention can also be served through electronic monitoring. This shift challenges fundamental assumptions about the rule of law and the structure of the sanctions system. Using a mixed-methods approach that combines quantitative and qualitative social science with legal methodology, SIREN examines the intentions, impact and implementation of this transformation.
