The green, gold grass of home: Introducing open access in universities in Norway

In this paper, Lars Wenaas and Magnus Gulbrandsen investigate how open access is reflected and implemented in all Norwegian universities and how they responded to national policy developments for open access in the period 2009–2021.

The analysis is based on public university strategy documents and policies. The authors find a strong commitment to open access, often connected to the third mission and outreach in a general way. Over time, open access has been institutionalised, but without challenging the core values of academic conduct and freedom, including where and how researcher’s choose to publish.
