Many countries have elaborate climate governance procedures, and Denmark has been in the forefront of this development. In this chapter, we specify how such procedures can work, especially when it comes to facilitating broad participation in climate policy developments. We identify four key governance procedures, Emissions Monitoring, Reporting, Evaluation, and Innovation. We argue that the effectiveness of these procedures for climate action is improved when they are characterized by high levels of inclusion, transparency, and routinization. High scores on these aspects facilitates broad participation and reduces the chances of political stalemate. Denmark’s climate governance system performs well on all these aspects, although there is still room for improvement. The Danish Council on Climate Change is crucial for most of the procedures we assess. Even though this is an expert committee with narrow participation, we argue that it contributes to mobilize more actors into climate governance processes. This chapter does not examine how effective the Danish climate governance procedures are in practice. Rather, it presents arguments that can be tested in future research.
