- Reformer i statlig forvaltning, for eksempel reformer i departement, tilsyn og direktorat, og statlige selskap, og statlig regionalisering, samt ulike policyområder som NAV-reformen, forsvar, høyere utdanning og forskning, helse, sikkerhet, immigrasjon, osv.
- Komparative statlige reformer, særlig NPM og post-NPM reformer
- Organisasjonsutforming i sentralforvaltningen spesielt, og utvikling av kunnskapsgrunnlaget for forvaltningspolitikk generelt.
- Forvaltningsreformer i et komparativt perspektiv. Deltar i en rekke nasjonale og internasjonale forskernettverk og prosjekter. I den senere tid studier av New Public Management som reformbølge og nå særlig post-NPM-reformer.
- leder en modul under et stort forskningsprosjekt om evaluering av NAV-reformen.
- Arbeider med basis i organisasjonsteori for offentlig virksomhet, hovedsaklig i et strukturelt/instrumentelt perspektiv, men også knyttet til institusjonell teori

Bakgrunn
Tom Christensen ble mag. art ved Institutt for statsvitenskap, Universitetet i Oslo i 1974. Dr. philos, Universitetet i Tromsø i 1983. Tilknyttet Universitetet i Tromsø som vit. ass/stipendiat/amanuensis/første-amanuensis i perioden 1975-86. Senere professor II samme sted. Førsteamanuensis ved Institutt for statsvitenskap, UiO, fra 1986-1993, professor fra 1993. Er forsker I i bistilling ved Rokkansenteret, Universitetet i Bergen.
