Faglige interesser

  • Teoretisk basis i organisasjonsteori, herunder instrumentell og institusjonell teori.
  • Langsiktig empirisk interesse i sentralforvaltningens oppbygging og virkemåte, både fra tiårige surveys (1976-2016) og en rekke casestudier
  • Casestudier av reformer i statlig forvaltning, for eksempel reformer i departement, tilsyn/direktorat, og statlige selskap, i ulike ulike policyområder - NAV, politi, forsvaret, høyere utdanning og forskning, helse, samfunnssikkerhet, innvandringsforvaltning, osv.
  • Gjennom en rekke internasjonale prosjekter og nettverk deltatt i komparative studier av statlige reformer, særlig NPM og post-NPM reformer i Norden, Australia, New Zealand og Kina.
  • Har de siste 10-20 årene samarbeidet med en rekke kinesiske forskere om ulike studier av offentlig politikk og forvaltning.
  • Deltatt i en rekke studier av og publisert intensivt om håndteringen av pandemien i Norge, men også komparativt mht. Norden og Kina.

Bakgrunn

Tom Christensen ble mag. art ved Institutt for statsvitenskap, Universitetet i Oslo i 1974. Dr. philos, Universitetet i Tromsø i 1983. Tilknyttet Universitetet i Tromsø som vit. ass/stipendiat/amanuensis/første-amanuensis i perioden 1975-86. Senere professor II samme sted. Førsteamanuensis ved Institutt for statsvitenskap, UiO, fra 1986-1993, professor fra 1993 til han ble professor emeritus høst 2019. Var forsker I i bistilling ved Rokkansenteret, Universitetet i Bergen i en tiårsperiode frem til 2017. Er Visiting Professor ved School of Public Administration and Policy, Renmin University og Distinguished Visiting Professor ved School of Public Policy and Management, Tsinghua University. Har de siste 30 årene tilbrakt 7-8 år på forskningstermin ved Scancor (Scandinavian Consortium of Organizational Research), Stanford University. Christensen er medlem av Det Norske Vitenskapsakademi.
