  This is an open access book. Over the past decade, the global geopolitical context has changed significantly, with a geopolitical power shift and a more assertive Russia and China. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. But the need for greater European strategic autonomy appears increasingly evident. But how can this be achieved in the short run? The answer to this question is often that it is impossible and that this can only be achieved in the long run. The aim of this book is to present a different perspective. It aims at showing that it should be possible to make the most out of the current European system if we adjust our understanding of how it works. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU remains the core in such a system (together with NATO in the military domain), there is a multitude of other (bilateral and minilateral) regional and sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved. This book starts by presenting a theoretical framework for how to study European actorness beyond the EU, then this framework will be applied both to the development towards the EU as a foreign policy actor through the mechanisms of enlargement.

  Ahead of the 20th Annual African–Nordic Foreign Ministers’ meeting, scheduled for 14 June 2022 in Helsinki, this study considers how turbulence in the international system may affect relations between Africa and the Nordic region (Denmark, Finland, Iceland, Norway and Sweden). In particular, it examines how the special relationship between these two regions may be affected by changes in the global order, and how it may have to adapt to ensure that the relationship evolves and remains relevant for both regions. The report evaluates the levels and spheres of African–Nordic cooperation and is divided into four parts. First, an overview of African and Nordic positions and priorities is presented. Second, Africa’s strategic partnerships with various countries and regions – China, Europe, India, Russia and Turkey – are explored, in order to compare the Africa–Nordic relationship with these others. Contributors examines how these partnerships are structured, the types of initiatives or activities undertaken to sustain them, and how these partnerships have adapted to today’s global order. Third, the report analyses several elements of the Africa–Nordic relationship that may shape the direction of the partnership in future, including: - Nordic development assistance to Africa; - Migration and its potential implications for Africa and the Nordic countries, including the impact of the war in Ukraine; - Africa–Nordic trade, investment and loans; - Political, peace and security relations and cooperation; - African and Nordic support for, and cooperation in, multilateral organisations; - Climate change. Finally, the various sections of the report are synthesised, and overall findings are presented.

  Etter tusenårsskiftet har åpne økonomier i økende takt satt i gang prosesser for å vurdere risikoen av utenlandsinvesteringer. Bakgrunnen for dette er økende grad av investeringer fra mindre transparente økonomier, frykt for svekket konkurranse blant internasjonale aktører, samt teknologiske endringer som kan gjøre stater mer utsatte. Dette har blant annet fått EU til å vedta en regulering som etablerer et rammeverk for screeningmekanismer (Regulation (EU) 2019/452). Utviklingen de seneste årene - og særlig i løpet av COVID-19 pandemien - er at slike mekanismer ekspanderer, blir mer detaljerte og permanente, og omfatter større deler av økonomien, med lavere terskelkriterier og dermed et økende antall transaksjoner som screenes.

  This research paper examines the concept 'resilience' as a response to the constantly changing environments and turbulence of the world. While resilience is used by several international organisations and nation states, there is still a lack of consensus regarding what the concept really means – it denotes both resisting change and being willing to adapt at the same time. This paper offers some clarity and argues that a temporal dimension is needed when applying the concept of resilience.
