In this article, we discuss different ways of measuring youth unemployment. The first that matters is whether unemployment is measured as a percentage of the labour force or of the relevant population. Second, it makes a difference whether youth who report schooling as their main activity are included among the unemployed. We conclude with a brief discussion of measures that are fit for purpose.
