About the chapters

Ch. 1: Off or on field? The multilevel parliamentary field of EU external relations
John Erik Fossum and Guri Rosén

The authors discuss the issue of democratic control and accountability in the realm of European Union (EU) external relations. Legislative assemblies are key instruments in ensuring democratic control. This chapter places emphasis on the multilevel system of legislatures in the EU. The EU has developed a distinctive structure of legislative relations that shapes its ability to exercise democratic control and accountability of external relations.

Ch. 6: How can interparliamentary cooperation contribute to the legitimacy of the EU as an international actor?
Christopher Lord

The Common Foreign and Security Policy (CFSP), including security and defence policy, was singled out during the Lisbon process as areas where there is a particular need for 'debate' between national parliaments and the European Parliament, if to ensure legitimacy. The author discusses the study and practice of current day cooperation between parliaments of the European Union (EU), with a special emphasis on the role of parliaments in the field of EU diplomacy and external relations.
