This paper seeks to analyse relations between Norway and the EU in the double framework of globalisation and liberalisation. As argued in the paper, the EU itself as well as Norway's participation through the EEA may be seen as a promotion of as well as a defence against liberalist, globalising forces. The paper attempts to account for Norwegian EU adaptation in the light of its general pattern of globalisation.

During the last decade, national parliaments have left their status as ‘losers’ of European integration by attaining a more prominent role in the EU. Tracing this development, the paper argues that a gap has evolved between the EU and EFTA countries with regards to parliamentary influence; furthermore, this gap is likely to increase with the introduction of a Constitution for Europe.

What are the organisational logics underpinning relations between the national level and the EU? This paper illuminates EU-nation-state dynamics by contrasting the EEA affiliation of Norway to full-fledged membership membership. Where the latter is characterised by equilibrium between sectoral and territorial concerns (Commission vs. Council), the Norwegian case is somewhat different.

This paper couples the concept of Europeanization with institutional theory, applying it on the two non-member states Switzerland and Norway. It is revealed that domestic institutional logics rather than formal membership is conducive to processes of adaptation.
