Are good policies good politics?

Sumamry

Good policies serve economic and social improvement. Good politics serves implementation and the survival of the ruler. Do the two come together? If they do, political competition implies that the good drives out the bad. Policies that lead to good economic and social performance would also strengthen the chances of political survival of the ruler. If they don't, we may have a political version of Gresham's law, where the bad drives out the good, and where unfair and inefficient policies are favored in order to increase the political survival of the ruler.
