On each side of the Atlantic, Brexit and Trump have thrown politics into turmoil – it seems like we are in a stage of accelerating turbulence in search of political order.

In the column, Jarle Trondal (ARENA and University of Agder) and Christopher Ansell (University of California, Berkeley) argue that the concept of turbulence is hardly limited to such earthshaking events. Rather, turbulence has become a nearly normal feature of contemporary public governance. This requires public organisations to face governance challenges of certain kinds.
