This paper considers the Commission's use of national regulatory agencies in implementation of EU law. On the basis of a case study of the IMPEL network, an informal forum of coordination between national environmental authorities, it is argued that such networks may enhance effectiveness as well as inter-institutional conflict on EU and national level.

While the integration of levels of governance has become a commonplace in integration studies, few attempts have been made at actually operationalising what such vertical integration implies. This article is an attempt to fill this lacuna by studying the degree of supranational allegiance among civil servants and how cross-national variation in this field may be accounted for.

However, there is a lack of understanding regarding the potential power of games in anticipatory governance. Manjana Milkoreit and co-writers explore this in new article in Geoforum.

In this article, featured in the book Social Democracy in the 21st Century, Cathrine Holst and co-author study ad hoc policy advisory committees that propose public policies on the basis of consensus. They compare the Norwegian system with those of Germany and the European Union. They find significant similarities between the three committee governance systems. They show that these kinds of ad hoc advisory comittees tend to generate a kind of coordinated negotiated expertise. To shed light on the resemblances across the systems they develop a notion of consensus-orientated political and epistemological systems.

This paper discusses the usefulness of reflexive reason-giving as an approach to transnational and supranational systems of governance. It is argued that deliberation must be supplemented with law and trust as resources for collective action.
